IMO, the 3071 is a 400hp ish turbo that might make 450 on some cars when ragged to death. If you seriously want 450 then fit a bigger turbo. 3076 or 3037 would be a better choice in the 450hp ish range.

I don't feel its fair to say that it would not be ragged to get 450, its hardly getting going really to produce 380-400. It would be fine to be honest. 3076 is good for 480 ish or 500 with external waste gate.
