It's hard to know - but the damage doesn't look too bad. Is it the kind of thing that you could get machined out?
I can't actually tell which ones they are, so it's hard to say. I'll just go with 'yes, why not.' It can't be any different from dropping HKS cams in, and plenty of people like to do that.
EDIT: I'm not so sure that they will just drop in. I can't read the kanji, but it looks like it's saying these are 270 degree cams... and the Tomei website says that requires: a solid pivot; an adjustable shim; and a valve guide. However, I'm pretty sure that the Pulsar has solid valves... and the shims are adjustable enough especially if you're using the patented 'Boby' method. - I'm out of my depth.
