Seatbelt problem!

When trying to fit the rear passenger side seatbelt in the car seat belt will not eject. I have fitted the rear drivers side one with no problem, as you look at both the seat belts they are both the same is there any differece between the two or is there a certain way to set these have had 2 sent out by bob but still no luck

you may need to remove the cover that say 'do not remove' and reset the counterweight which locks the belts, i tried this with a set and they then run and lock when needed!
every set of rear belts i have here are the same, ie once removed they then will no longer release to allow the belt to run! but fronts are fine for some weird reason.
