I thought it was a theoretical limit for the standard injector map. - On the basis that it doesn't cover air flow that high.
However, as it pays no attention to the boost figure some it's not very concrete; it's more that you need to check the fuelling etc rather than just cranking it up and assuming it will all be ok.
