rear wheels not turning

doing a mates rear discs-pads put the wheels back on ,i went to drive the car & back wheels not turning so i jacked the car up on all fours toke rear wheels of again & all 4 are turning ,it seems when wheels are on tight the rears dont mov any ideas,ps iv checked the hanbrake cable & slacken that of a bit but still the same

Did you push the calipers all the way in when changing the pads, if not when tightening the wheel up it could be pushing the disc against the brake pad, locking the wheels.
