What is this Pipe and where should it go??

Hi guys, was tidying up the engine bay and i noticed a pipe that was attached to another pipe at one end and the other end just hanging down. (see first pic)

So from where it was I saw a place it looked like it should go (on something i have no idea what it is hanging from where the distrubator cap.) I did push it on and it fitted fine (see second pic).

So my questions are
A/ What is the pipe for?
B/ Where does it go (where i put it in pic 2)
C/ What is the hanging thing on the distrubator?

Ok Cool, So should it be attached to where i put it in the second pic or should it not be attached?

Ok i will put it back on there with a zip tie maybe thats why it come off, not secured on

I can't remember exactly how the pipes should go originally but that's the boost control solenoid and some people join 2 of them together to increase boost to approx 1 bar.

It's running 0.7 bar (Standard Boost as far as i know)
