Suspension Upgrade

I am looking at a set of Tanabe Sustec shocks and lowering springs on ebay as as potential upgrade (item No. 260014754249) and was think of making a bid on them.

Do these look cleanable as they look a bit worse for wear although stated as non leaking?

Also are they any good
