There not trying to bring this in it comes in in the spring which is soon .the dvla will do it through the insurance data base its called continuous insurance enforcement when you insurance is up for renewal you will get a reminder from dvla if you don't renew you get a fixed penalty fine £100 if you ignore this its then. Clamp then towed away and destroyed as well as a court case and a fine of £1000 even if its parked on private property so ignoring it sounds like a really good idea. The new offence is called keeping a vehicle with out insurance .there trying to bring in where all vehicles must be insured regardless weather there been used or not even if kept in garage or private land goverment thiefs more like
if its uninsured and not sorn then then technically yes they could come and seize it there intention is to remove all uninsured vehicles out of use .Im sure that its only a matter of time before they start breaking in to your garage to remove your uninsured car ( you can just imagine some of the jobsworths that will enjoy doing this ) it will all fall under this new offence of keeping an uninsured motor vehicle.Given the rise in premiums and fuel cost it looks like the sheds (my gtir) days are numberedEven if its tucked up for the winter in your garage?
