oiling up on cylinder 3

hi all my r is oiling up cylinder 3 after being rebuilt its only jus done 1100 miles to run it in and then it started to smoke in idle takes about 20 mins sitting on idle for this to start and then if i drive again nd boost up its is clear and fine but if its left for over 20 minutes it completely oils up the cylinder and plug and dropped down to running on 3 when the engine was built the head was built shit its not shimmed properly i think its the valve stem seals.

iv done a wet and dry compression test and its spot on also holds good oil pressure.

any ideas if im right sayin stem seals or is it mabey somthing bigger taking into mind that its just been build by a apparently reputable builder :oops:off here

hi buddy sound like stem seals to me run it up and undo the oil cap soon after see if you can smell combustion gases or loosen the cap off enough that you will see any abnormal smoke coming out of it
