Yes, it's the pintle cap. The platic cap should remain on the injector. There is a small hole in the end of it for fuel to spray out.
The cap is there for 'protection' of the end of the pintle (the little plunger that pulls back when the injector is pulsed).
I've seen standard gtir injector come out with almost no cap left - and you have to wonder where all those bits have gone!!!!
