Bottom of the plenum; attached to the "Idle Air Control" valve:

...or at least that's where the solenoid is for the fast idle; there's another jobby a bit further along too.

I would say the cold start device is the air regulator which is towards the other end. You can get to it from underneath. Relatively easy to do if you have skinny arms and all the bolts are missing.:roll:
