1) Err yes, of course it will It's all to do wit CdA (coeffiecient of drag times frontal area) lowering your suspension should achieve the same effect to a degree
2) Have you ever seen your bonnet trying to lift at high speed? All the air that goes though the radiator/front mount is trying to get out somewhere, mainly it has to force it's way out under the car but if it could hit the turbo and vent out straight upwards it would save it struggling to find another way out.

There is the Turini one, but I thought the exit holes from the vents were too small to be of alot of use.
