boost controller question

i have an evc4 fitted set at 1bar low and 1.3 bar high. from when the car was in hiteq i remember him saying that the actuator rod would only adjust as low as 0.81 bar.

so when the boost controller is turned off does that mean that the car will only boost to actuator pressure. and will it only do ths until the evc is turned on where it bleeds off more air to either 1 or 1.3 bar. :?:

dont know about your boost contrller m8, but all the others ive seen work this way
